Dr Ian Oppermann

Dr Ian Oppermann
Chief Data Scientist NSW, Industry Professor UTS FEIT

Dr Ian Oppermann is the NSW Government’s Chief Data Scientist working within the Department of Customer Service, and Industry Professor with UTS FEIT. Ian has 27 years’ experience in the ICT sector producing outcomes that have impacted hundreds of millions of people globally.

Ian is a thought leader in the area of the Digital Economy and is a regular speaker on “Big Data”, broadband-enabled services and the impact of technology on society. He holds an MBA from the University of London and completed a PhD in Mobile Telecommunications with the University of Sydney.

Ian is a Fellow of each the Institute of Engineers Australia, the Institute of Electrical and Electronics Engineers, and the Australian Academy of Technological Sciences and Engineering.

Dr Adam Berry is an Associate Professor in data innovation, leading work that is focused on the transformation of bits into knowledge through the application of data science, data curation, machine learning, data visualisation and statistical approaches.  At the UTS Data Science Institute, Adam drives impact-focused collaboration with industry and government, designing research strategy and forwarding a research program that works with partners from data acquisition through to product delivery.  Prior to joining UTS in 2019, he was Program Director of the >$10m National Energy Analytics Research Program, which focussed on dismantling barriers to energy data access and building insight through the fusion of social science, computer science and electrical engineering.  Adam is passionate about bringing together teams to unlock new ways of looking at, exploring and extracting insight from data.

This taster course explores tools that have been developed to compare international interventions relative to the ongoing state of NSW’s COVID-19 infection rates and responses, allowing NSW to "look ahead".

About this course

This is a free, self-paced online course. 

Through a case study of NSW’s COVID-19 response, this course helps participants to understand how actions taken internationally provide context for where Australia is leading or lagging in response. NSW has been looking ahead at the relative timing and impact of lock-down restrictions, stimulus interventions and the easing of restrictions and comparing their response to those reported internationally.

 

Course structure 

Using the most recent global health pandemic of COVID-19 as an example of a real-world problem, this course showcases a journey through the timing and impact of lock-down restrictions, stimulus interventions and the easing of restrictions of all countries reporting their results; and compare them. 

This case study provides insight into how measures in NSW have been deployed (including enforcement of those measures) and provides a foundation for understanding communication strategies used by the Australian Government to explain evidence-based decision making.

The UTS Data Science Institute has delivered interactive data visualisation dashboards that surfaced key relationships between government measures, the context for when they were deployed and retired and the emergent community and disease trends that follow those measures within a country. The solution is a set of simple Tableau interactive data dashboards that are co-designed with and for the NSW government. The dashboards were made open source and are freely available.

Learning outcomes

This course will provide an opportunity for participants to engage with the following learning outcomes:

  • The ability to recognise that timeliness is often a critical characteristic of data analytics
  • The ability to describe how dashboards can be used to optimise data visualisation
  • The ability to explain how data can be used to inform real-time decision making in policy settings.

This taster course is suitable for anyone who is interested in how the NSW Government was able to make informed, evidence-based decisions in response to COVID-19.
